Our study proves that the mechanism of evaluation is an important lever of influence, so its practical use improves the same process of evaluation and taking the appropriate managing decisions. A general scheme of the staff evaluation mechanism consists of the following units: purpose, principles, functions, structure and instruments. We have also reflected the main elements of the mechanism of evaluating of the effectiveness of personnel of industrial enterprises in the context of current challenges. The attention to modern methods of evaluating performance of staff – management competence, which combined elements of the method of management by objectives performance enterprises require prior forming a model of competence and installing blocks competencies. Some features of the mechanism of evaluating the effectiveness of personnel are allocated and described. Finally, we have concluded that using the mechanism of performance evaluation in human resources management enhances the quality and objectivity of the evaluation. Due to the established relationships between all the elements of the mechanism in the assessment process, many controversial issues are removed and the use of methodological tools simplifies the evaluation. Assessment based on the competence approach in combination with other methods of assessment (assessment of talent, evaluation of staff potential, etc.) provides a mechanism with a modern character.
